For Romania, the project is especially valuable because it reinforces our role as a regional expertise partner, supports the professionalisation of specialists working with minors and young people in conflict with the law, and builds stronger links between education, research, and the correctional system.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;Alexandru Ursulescu, Researcher and CORE-ED ACADEMY Project Manager<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eThe Western Balkans are not short of external expertise on justice reform. TAIEX, Twinning, IPA III, UNODC, OSCE, Norway Grants, the region has been a destination for technical assistance missions for decades, each arriving with frameworks shaped elsewhere. CORE-ED ACADEMY does something genuinely different, and genuinely unprecedented in Europe: it introduces correctional pedagogy as a formal academic discipline, built not by outside experts, but by the Albanian, Kosovar, Bosnian and Montenegrin practitioners who live and work inside these systems every day. Using DACUM methodology and structured public hearings, it lets local professionals define what juvenile justice competence must look like in their own cultural, institutional and historical reality. External partners, including CPIP, are there to provide methodological scaffolding, not solutions. Experts on tap, not on top. For CPIP, being part of this means contributing to a structural shift: from fragmented practice to evidence-based, profession-grade training for those who work with young people in contact with the law.
